 No - it does contain mandatory DRM support, see below.

 Yes - it does not enforce every channel to make use of that support. That
 is why I said there is a subset that we can support.


 Quoting from the "minimum requirements" http://www.tv-
 plattform.de/images/stories/pdf/2015_%20minimum%20requirementst2-germany-v1.pdf

 Chapter 1.6 - Definitions - explains that "shall" means a "requirement"
 with "implementation mandatory"

 Chapter 2.1.2. - HDMI - contains
  STBs shall have a minimum of one HDMI output and shall support HDCP.

 Chapter 7 - Common Interface Plus - contains
  The device shall include at least one common interface slot

 Chapter 8.3 - DRM Support - contains
  Devices should support at least one DRM when the A/V content is delivered
 by using MPEG DASH. Microsoft PlayReady should be supported at least.

 So there is no surprise in there, but I'd call that mandatory
 implementation of DRM.
