Comment:

 Filter application currently has no notion of what rules types are or
 should be applicable.  FWIW, I think having different, initial templates
 for rules types would be a better approach.  Unless and until any of that
 is done, if you set filters that are not suitable for some rule types, you
 should be aware of that and change them as needed or choose a different
 template when creating the new rule.
