Comment:

 same issue,

 Cannot navigate to mythweb

 in the config file /etc/apache2/sites-enabled/mythweb.conf:
 exists the entry

 <Directory "/var/www/mythweb/data">
         Options +All +FollowSymLinks +IncludesNoExec
     </Directory>

 and results in the follow error on start apache2:

 The apache2 configtest failed.
 Output of config test was:
 AH00526: Syntax error on line 30 of /etc/apache2/sites-
 enabled/mythweb.conf:
 You may not use 'Options +All' or 'Options -All'.
 Action 'configtest' failed.
 The Apache error log may have more information.

 removing +all fixes the start error but now creates the cant
