 I don't think it is a dupe of #9261. The backtrace in #9261 has an
 EITScanner thread. I am experiencing the same as this ticket (turn of
 commercial flagging stops the deadlocks) and my deadlock is occurring with
 no active EITScanner thread although I do use EIT.
