Allow console users to still get logs at LOG_ERR and above

By request from danielk, I have added functionality such that any unmasked
messages at LOG_ERR or higher will be logged to the console even when we are
doing progress output which would normally silence all logging to the console.

Other logging functionality is unchanged.
