API: Fix all the methods which used a start and end index.

The iteration was set to end at nCount, and if nStartIndex was greater than nCount, you got nothing, and you got progressively less as you approached nCount.  Instead, stop iterating at nEndIndex, which is nStartIndex + nCount.
