HTML Setup: Play with the menu layout to establish some more high-level headings.

Adds "Utility" and "Information" top level items and reorganizes the backend status and send message pages under them.  Granted, each of these has only one item right now, but there is quite a lot that can/should be added to them and I'll work on that.
