Comment:

 (In [26552]) Make the EIT & track language settings global. In the rare
 case were a user wants different languages on each frontend then it can be
 overriden by writing a host specific entry to the settings table. The
 problem with the existing host-based setting is that we use these
 preferences for EIT on the backend but it's only configured for the
 frontends. Fixes #6843
