Log:


Add a 40 second time-out for channel-changes (not including rotor movement
time).

While in the rsTuning state, the recording will stay on the reclist queue in
Scheduler::RunScheduler which prevents Reschedule() from running -- So,
instead of waiting for a valid signal, switch from rsTuning to rsRecording
as soon as the channel-change is complete.  This mimics the pre [25543]
behavior.
