 attached a patch that removes code that clears the codecs during
 resolution changes in a dvd. its not needed anymore in 0.23 as resolution
 changes are gracefully handled elsewhere.

 all this code does now is cause afd::scanstreams() to be called
 continuously.
 found this problem while debugging the issue in #8620.
