CEA-708 Subtitling improvements.

The main problem here was that subtitle text was being deleted too early
after a window (re)definition, so perform the text cleanup following the
DeleteWindows action. This substantially improves 708 subs on all clips
I have available (and in one case, 708 subtitles appear for the first
time).

Also add some required locking around passing new text into CC708Window.
