Log:

Change the time format on Terra's backgrounds to hh:mm. This fixes the time
not displaying properly when formats with am/pm are used. This now means the
theme will always look how the theme designer wanted it to but does also mean
the time format will always be in 24 hour format. You can of cause always
edit the theme to use whatever format you want. Closes #7910.
