Log:

When a slave connects, check to see if their last sleep status
was asleep or waking when determining whether we need to rerun
the scheduler or not.  Previously we would reschedule anytime
the status was not set to waking, but this would cause
unnecessary reschedules when a slave was manually awakened
from sleep.
