backports [23480] and [23481] from trunk, Fixes #7619:

H264Parser: simplify SEI parsing

According to the specs there is only one SEI message per NAL unit.
remove unnecessary code to parse multiple that might have consumed too
much data. Fixes the sample in Refs #7619.
