Log:

If the LiveTV ringbuffer is created while the signalmonitor is running,
there can be contention in ChannelUtil::GetChannelValueStr resulting in the
DB query failing.  Avoid the issue by creating the LiveTV ringbuffer before
starting the signalmonitor.
