LiveTV,  Make continous file transitions more reliable

Keep the decoder's and livetvchain's proginfos in sync during continous
livetv file transitions.

The decoder's proginfo determines which position map we retrieve and the
tvchain's proginfo determines which prog we are on in the tvchain.
