Merges revision [20490] from trunk:
clarify that EITFixup::TimeFix is intended to fix sloppy leap second handling

Handle at most 3 seconds derivation from the full minute. Apply it only if
the duration is a multiple of a minute. Otherwise it disturbs providers
with second accurate EIT data.
