 When --disable-fftw is passed to configure, only fftw_lib is disabled.
 fftw_lib3 will still be built (and may still cause the build to fail - see
 #6414) if present on the system.

 This patch enables/disables fftw_lib3 when the relevant flag is passed to
 configure.
