Log:

If the user has MasterBackendOverride turned on, attempt to honor the
setting for LiveTV programs as well.  We did not used to honor this
for LiveTV because the master might not be able to see the file yet if
the storage was remote and not directly on the master, but since we now
use RemoteCheckFile() to verify if the master can see the file, we can
let the master stream as the user desires.
