 A very basic implementation of settings for Storage groups.  Adds two
 functions to the SG code, getSGSetting and setSGSetting.  Creates the
 storagemetadata table.

 This allows for setting any preference on a per-SG or per-SG-plus-
 subdirectory level.  For my purposes, this is for setting a grabber script
 in MythVideo on a per-directory basis (TV grabber one one, Movies on the
 rest, etc.).  I have written a *very* basic implementation of this to
 prove that it works, but a fuller featured one will take me a bit of time.
