 (In [19151]) implements aspect ratio storing for H264 video. Refs #5755

 Stores non standard aspect ratios as aspect * 1000000 in the data column
 ASPECT_1_1 for mpeg2 means sample aspact ratio, compute the display aspect
 ratio
 from width, height and save it in the data column
