Comment:

 Turns out to be a php bug, it wasn't using the system timezone. A few good
 ideas have come out of the discussion though, such as adding a
 QUERY_TIMEZONE command to the protocol and forcing the correct mythweb
 timezone using date_timezone_set(). So I'm pushing this to 0.22 as a task
 instead of a defect.
