 (In [17458]) Allow relative PREFIX by implementing new --runtime-prefix
 configure param. See #5270, #4984.Also deprecates LIBDIR (runtime
 plugins/filters are relative to $prefix/lib), and INSTALL_ROOT
 (--prefix should work).
