Comment:

 I agree this can be annoying :-)

 It's actually the master backend that handles the idle count down and has
 nothing to do with MythWelcome. It just displays the countdown based on
 the messages sent from the BE.

 Fixing this would mean having mythshutdown, which does the actual
 locking/unlocking, to send a message to the BE telling it to reset the
 idle countdown whenever the shutdown is unlocked.
