Log:

Bump the protocol version to go along with [15701] which reverted [15549].

Here's the commit log for [15701]:

Revert [15549], because the scheduler (starting with [15566]) now uses its own
temporary copy of the record table during the BUSQ. The the frontend is no
longer blocked by the scheduler running, so the record.last_delete column can
be updated by the frontend rather than trying to work around multiple issues
related to trying have the backend do it.
