Log:

re #3394, turn OFF the flv player by default, in preparation for eventual .21 release.  This adds settings values to turn the FLV player on and off (default off), and adds support for bitrate adjustments.  Support for resolution adjustments has been added but left commented out because the player itself is currently hard-coded for 320x240 video.
