Comment:

 (In [15809]) Add a couple new options for the "Auto Expire instead of
 Delete" feature:

   - Force Expire after X days
   - Expire in order the programs were originally deleted.

 Closes #4559 using patch by Roo.

 Also rework some of the Auto Expire settings page to make things fit
 better
 and correct one or two descriptions that were not totally correct.
