Adds a upnp configuration page to mythtv-setup. A place to 
put various upnp options that are currently just hidden db objects.

Includes options to control how often a upnp media scan is done 
(0 minutes = off) and lets the user choose whether we show WMP clients
recordings or videos.

More options to be added over time
