 (In [14691]) Refs #3720. Make preview generator play nice with storage
 groups.

 We were using two different in use tags, but only checking for one of them
 in ProgramInfo::MarkAsInUse(). This just uses one of them in MarkAsInUse
 and uses a constant variable for the string so that this isn't changed
 accidentally in the future.
