 (In [14590]) Refs #2287. Fix for OpenGL Renderer picture controls, these
 weren't working for pre-recorded material because the OpenGL filter relied
 on use_picture_controls to be set before InitVideoBuffers is called; but
 they aren't set until after InitVideoBuffers(); with this change it is set
 based on the DB setting alone before InitVideoBuffers().
