 (In [13404]) Refs #3326. The non-scheduler.{cpp,h} portions of Shane's
 'find alternate card' code.

 The patch as a whole allows the the scheduler to avoid ending your LiveTV
 session 90% of the time if another card is available with the same channel
 and an equal input priority. But the enabling portion is not quite ready
 for the branch.
