Log:

Use the same process priorities as used by mythjobqueue in mythburn.py.
The nice level used depends on what the 'CPU Useage' setting is set to
on the Job Queue settings page. They are Low = 17, Medium = 10, High = 0.

All the external commands should inherit the same nice level when
run from the script.
