 (In [13578]) Refs #3326. Starts adding multiple stream reading for DVB
 device.

 This adds a facility for DVBChannel to access the DVB frontend device
 safely with multiple DVBChannel instances sharing the same hardware.
 This also adds a DVBStreamHandler class for reading TS streams from the
 DVB DVR device for the dvbsignalmonitor and dvbrecorder classes. So far
 only dvbsignalmonitor has been changed to use this new class.
