 (In [13846]) Refs #3326. Applies Shane's channelbase loop patch.

 This avoids an infinite loop in ChannelBase::Init(). Before we would
 'continue;' whenever an input wasn't available, but not increment the
 iterator and so we would continue to check that same input forever.
