 (In [12867]) Re #3117, this fixes file_put_contents being missing on php
 versions less then 5, added a php 5 compat file and auto includes it on
 php versions less then 5. This should fix issues reported by Tom Lichti.
 Also adds in some extra debugging, switches over to using exec everywhere
 rather then cmd_exec, hopefully allowing Stefan to grab sucessfully
