 (In [12777]) Merge [12776] from trunk into the fixes branch.
 The scheduler should be using ProgramInfo::recstartts when setting
 the next wakeup time so it allows for any start early/late offsets.
 Refs #2883. Fix by Michele Sardo. Tested by Yves de Brauer.
