Log:

Add ping enable/disable to struct so settings UI can use it.
Sadly, will cause recompile of lots of stuff. Sorrt 'bout that.
Also moved LoadSettingsFiles() out MythContext and into the private class,
and did [14227] properly (really bulletproof now?)
