 Hio,

 due to my setup described in #2670, I'd like the backend not to wakeup
 "all" my encoders on startup (for my encoders the wakeup-call is already
 scheduled with an at-cmd, and therefore not necessary). In the current
 version the backend always issues a wakeup call if it starts up. It would
 be great if this behaviour could be configurable and could be turned off
 on demand.
