 I just migrated from 0.18 to 0.19 (SVN 9871) and all of my previously
 recorded programs started transcoding.  I had to turn off the "allow
 transcoding jobs on this server" setting to stop it.  There's a setting in
 setup to say "don't transcode any new programs", but there should also be
 a way to stop transcoding of previously recorded programs without having
 to disable transcoding completey.
