Set the minimum time that the commflagger must stay behind real time
to 30 sec.  The idea of staying as close as possible is to have the
best chance of reading the file from memory before it has to be
re-read from disk. The problem is that if there is an I/O error in
TFW, the commflagger could overrun the end before the writer recovers
and stop pre-maturely. So, I've come full circle back to 'Chris was
right in the first place'. It is still possible that the commflagger
could exit early but it would be rare and there would likely be
bigger problems to address at that point.
