Log:

This should fix a bug in the JobQueue which was allowing jobs that were
supposed to run sequentially for a recording to instead be fired off
parallel on multiple backends.  Now, backends should ignore pending jobs
for a recording if there is already another job running for that recording
even if the job is running on a different backend.
