 (In [12205]) Refs #843. update the pip sizing function. thx for mark
 kendall for the
 patch. switch activenvp back to the main nvp if the pip nvp is active,
 and the OSD menu is accessed. new function to determine if a software
 PIP is allowed. for now, opengl or XV accelerated main surfaces will be
 supported.
