Log:

Applied a few softpad updates for testing:

Change the resolution from seconds to minutes.

Signal a reschedule if the settings are changed.

If a program isn't going to record, make sure the variation witnout
padding wins in PruneRedundants.  IOW, don't reports padded times
unless they will actually be used.

Try to apply padding to all programs, even if they have startoffset
and endoffset.
