* Fix a couple things in the transcoder and NuppelVideoRecorder that didn't
  allow transcoding recordings that weren't either 25 or 29.97fps.  Test case
  was a 1280x720 @ 59.94 fps HDTV recording transcoded to a lower resolution
  to allow playback on a slower frontend.
