Add %STARTTIMEISO% and %ENDTIMEISO% as valid JobQueue substitution values
for use in User Job command lines.  These are the Qt::IDODate format
versions of %STARTTIME% and %ENDTIME% which are in YYYYMMDDHHMMSS format.
