Comment:

 I can reproduce this. I just checked my first hunch, that it was the
 frame-by-frame seeking in AFD::SeekReset() since this only appears on no-
 keyframes. But that wasn't it. I think maybe this is just not flushing the
 A/V buffers when it must; just like the FF/REW seek was doing before.
