Small update on last checkin by rkulagow.

This adds "doxygen doxygen-create-developer-docs.cfg" to the Makefile.
i.e. use "make devdocs" instead of "doxygen doxygen-create-developer-docs.cfg".
I didn't add it to TARGETS, so it doesn't change normal behaviour, I'll
leave that to rkulagow.

This also deletes the files created by doxygen when you do a "make clean",
or "make distclean".
