* Check the settings table for a default value for the blank-frame commercial
  detection MaxDiff value.  If the max Y value minus the min Y value in a
  frame is less than this number, the frame is assumed blank.  This value can
  now be pulled from the settings table to make it easier for users to help
  debug the blank-frame detection.
