* Give the Job Queue it's own settings tab under the TV Settings -> General
  settings page.  Move the AutoCommercialFlag, CommercialSkipMethod, and
  AggressiveCommDetect settings to this page since commercial flagging is
  run from the JobQueue.  Create new settings (AutoRunUserJob*) for each of
  the 4 User Jobs to allow the user to turn user jobs on by default when
  creating new scheduled recordings.
