Log Message:
Refinements to the logic for methods with hardware retrace. Fixes
glitches where WaitForFrame could return early (ahead of the retrace)
in certain situations. Also, OpenGLVideoSync can wait multiple refresh
cycles (like DRM) to avoid unnecessary interrupts.
